[SMM Hydrogen Policy Update] Inner Mongolia Department of Industry and Information Technology: Supporting Xing'an League in Building a Green Hydrogen-Based Synthetic Ammonia and Green Methanol Production Base in Eastern Inner Mongolia

Recently, the Department of Industry and Information Technology of Inner Mongolia responded to the "Proposal on Supporting Xing'an League in Building a Green Hydrogen Production, Synthetic Ammonia, and Green Methanol Base in Eastern Inner Mongolia":

It pointed out that the Department will continue to support the development of the green hydrogen-ammonia-methanol industry. First, it will work with relevant departments to continuously explore and improve the policy system for green hydrogen-based ammonia and methanol production, support the implementation of related projects, and seize development opportunities. Second, it will actively leverage the role of the task force to accelerate the construction of pipeline networks in eastern Inner Mongolia and incorporate them into the national plan, providing channels for the aggregation and consumption of green hydrogen-ammonia-methanol resources. Third, it will utilize existing funding channels to increase financial support for eligible projects, enhancing the motivation and confidence of enterprises to invest.

Response to Proposal No. 349 of the Third Session of the 14th People's Congress of the Autonomous Region

Representative Wang Haimeng:

We have received your proposal "On Supporting Xing'an League in Building a Green Hydrogen Production, Synthetic Ammonia, and Green Methanol Base in Eastern Inner Mongolia." In accordance with the functions and responsibilities of our department, we respond as follows:

The Autonomous Region attaches great importance to building a green hydrogen-ammonia-methanol base in eastern Inner Mongolia. The "2025 Inner Mongolia Autonomous Region Government Work Report" and the "Guiding Opinions on Further Optimizing the Layout of Key Industries" explicitly support the focused construction of a green ammonia-methanol base in eastern Inner Mongolia, aiming to create a green hydrogen-ammonia-methanol supply base for Northeast China, North China, and East China, accelerate the conversion of green electricity into green hydrogen, green ammonia, and green methanol, establish a hydrogen energy industry pilot zone, and develop wind and solar power-based ammonia and methanol projects. To date, our department has completed the following tasks: First, in collaboration with the Energy Bureau, we issued the "Implementation Rules for Wind and Solar Power-Based Ammonia and Methanol Projects in the Inner Mongolia Autonomous Region (Trial)." Based on the demonstration characteristics of green ammonia-methanol projects and the practical experience of wind and solar power consumption projects, targeted regulations have been established in areas such as grid electricity consumption, applicability to existing projects, project risk allocation, and sustained consumption of green electricity, providing standardized and effective guidance for investors and projects. Second, together with the Autonomous Region's National Development and Reform Commission (NDRC), Energy Bureau, Chifeng Municipal Government, Inner Mongolia Energy Group, and Envision Group, we formed the Inner Mongolia Task Force for the Shanghai-Inner Mongolia Green Fuel Supply-Demand Linkage. This task force is actively advancing the construction of the Shanghai-Inner Mongolia Green Fuel Corridor and accelerating the development of green fuel pipelines to meet local demand and supply Beijing-Tianjin-Hebei and Liaoning. The "Comprehensive Analysis Report on the Construction of a Green Hydrogen-Ammonia-Methanol Guarantee Base in the Inner Mongolia Autonomous Region," prepared by Inner Mongolia Energy Group, proposes incorporating Xing'an League into the Inner Mongolia Hydrogen Economy Corridor. It plans a green methanol pipeline from Xing'an League to Tongliao and Chifeng, aiming to aggregate Xing'an League's green methanol resources at the Yuanbaoshan core hub and establish a safe, efficient, and economical green energy supply guarantee system. Third, financial support has been increased. Over the past three years, our department has allocated a total of 180 million yuan from the Autonomous Region's Special Fund for Industrial Park Development to support infrastructure construction in Xing'an League's industrial parks, effectively enhancing enterprises' investment motivation and creating a favorable environment for the green industry development in Xing'an League.

Next, our department will continue to support the development of the green hydrogen-ammonia-methanol industry. First, we will work with relevant departments to continuously explore and improve the policy system for green hydrogen-based ammonia and methanol production, support the implementation of related projects, and seize development opportunities. Second, we will actively leverage the role of the task force to accelerate pipeline construction in Eastern Inner Mongolia and incorporate it into the national plan, providing channels for the aggregation and consumption of green hydrogen-ammonia-methanol resources. Third, we will utilize existing funding channels to increase financial support for eligible projects, enhancing the motivation and confidence of enterprise investment.
